Announcement of Request for Proposals for Titusville Community Gateway Sculpture Design and Fabrication Project

The mission of the ORA is to manage the Oil Region National Heritage Area (ORNHA) and to increase the prosperity of the Oil Region by enticing all people to live, work, learn, and play in “the Valley that Changed the World” through the preservation, promotion, development, and support of historical, educational, natural, recreational, residential, commercial, and industrial destinations. This Gateway sculpture will play an important role in exemplifying the ORA’s mission statement, by welcoming visitors to the City of Titusville, and the most significant site in the Oil Region, Drake Well Museum and Park.

Previously, this site featured a replica wooden derrick gateway that was somewhat ineffective in conveying the richness of the region and was also difficult to maintain. The derrick gateway was eventually taken down as a result of structural instability due to wood rot. For this new replacement Gateway, the ORA is looking for a dynamic sculpture that better interprets all of the captivating facets of the ORNHA, exciting visitors and sparking a desire in them to further explore all of the positive attributes of the region. The replacement Gateway shall be constructed of durable, long-lasting material, which requires minimal amounts of maintenance and upkeep.

The budget of this project is approximately $50,000.

Announcement of Invitation for Bids for Demolition of Former Days Inn Hotel in Oil City, PA

ANNOUNCEMENT OF INVITATION FOR BIDS
Demolition—1 Seneca Street, Oil City, PA 16301, Former Days Inn Hotel

The Oil Region Alliance will receive sealed bids until 2 p.m. local time on Thursday, August 15, 2024 for the Demolition of the former Days Inn Property at 1 Seneca Street, Oil City, PA 16301. The electronic bid set is posted at https://oilregion.org/the-alliance/rfps/. Bid documents may be obtained from Struxures Architecture at 3545 State Route 257, Seneca, PA, 16346, 814-676-1432, for a non-refundable fee of forty dollars ($40) per set payable to the Oil Region Alliance. A $10 mailing fee will also be required for Bid Documents that are mailed. The project contract period is from approximately September 2, 2024-December 31, 2024.

A mandatory pre-bid meeting will be held August 7, 2024 at 2 p.m. at the former Days Inn Hotel Site, 1 Seneca St., Oil City, PA 16301. This will be the only opportunity given to contractors to access and view the site with the project manager.

Address bids to the Oil Region Alliance, 217 Elm Street, Oil City, PA 16301. The bid package should be clearly marked “Bid for Demolition of 1 Seneca Street, the Former Days Inn Hotel. DO NOT OPEN UNTIL 2 p.m. Thursday, August 15, 2024.” Bids will not be accepted by fax or e-mail.

A certified check, bank cashier’s check or bid bond in an amount equal to ten (10) percent of the bid, payable to the Oil Region Alliance, shall be submitted with the bid to guarantee the bidder’s entrance into a contract if given the award. Surety companies executing the Bid Bond must be listed in the U.S. Treasury Department Circular 570, as currently amended, and be authorized to transact business in the Commonwealth of Pennsylvania.

Bids may be held by the Oil Region Alliance for a period not to exceed 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualification of bidders, prior to awarding the contract. The Oil Region Alliance reserves the right to refuse any or all bids, and to waive any technicalities or informalities in bidding.

Bids must be made in accordance with the Pennsylvania State Prevailing Wage Act (PWA) for state-funded construction projects exceeding $25,000. The PWA applies to work completed by paid contractors and subcontractors. Prevailing minimum wages are determined by the PA Department of Labor and Industry.

The scope of work includes the removal of all structures and their contents including proper offsite disposal, asbestos abatement as required, disconnection of all existing utilities, capping of sanitary sewer laterals, site grading, establishing ingress and egress to site, and restoration as required or directed.

This project is funded through a Keystone Communities Program Grant through the Pennsylvania Department of Community and Economic Development. Minimum salaries and wages as set forth in the Bid/Contract Documents must be paid. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, gender, sexual orientation, national origin, creed, disabilities, or handicap. Contractor must make and document efforts to include Disadvantaged Business Enterprise (DBE) among the list of
subcontractors assembled to conduct this Commonwealth-funded building demolition project.

Announcement of Request For Proposals (RFP) for Creation of “Wayfinding Signage Plan for the Oil Region National Heritage Area”

The ORA is the non-profit corporation which manages the Oil Region National Heritage Area (ORNHA). Bidding Documents can be obtained at no cost on the PennBid portal at https://pennbid.bonfirehub.com/. Bids must be submitted electronically via the PennBid portal by the date and time listed below. Questions regarding this project shall be submitted electronically via the “Ask a Question” feature in PennBid no later than the date and time indicated below. Responses to questions which require changes to the Bidding Documents will be issued by Addenda posted within PennBid’s Public Notices and “Supporting Documentation”. Registered bidders will be notified by email when an addendum has been posted. Instructions for the PennBid system can be found at Vendor Training Documents – PennBid.

Consultant Contract Period: October 1, 2024 – August 29, 2025

The ORA is accepting proposals for the completion of a Wayfinding Signage Plan for the Oil Region National Heritage Area (ORNHA), which encompasses all of Venango County and the City of Titusville, Borough of Hydetown, and Oil Creek Township in Crawford County, PA.

As tourism has rebounded in the region since COVID-19 restrictions have eased, wayfinding signage is greatly needed to guide visitors to destinations. While the plan will not include installation of signage, it will provide the ORA with a guide of how and where to implement the signage in a uniform way that will be recognizable to those seeking particular places to visit.

The Wayfinding Signage Plan will include two parts: 1) the identification of signage types needed (gateways, vehicular, pedestrian, etc.) and rules and regulations of each area where signs are needed and 2) design of these materials. After completion of the plan, the ORA will seek future funding and partnerships, especially with municipalities, for the fabrication and installation of the recommended signs.

The consultant contract resulting from this RFP will be from approximately October 1, 2024 through August 29, 2025. Funding for this project is being provided to ORA by a grant from the Community Conservation Partnerships Program, the Heritage Areas Program Fund under the administration of the Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Recreation and Conservation and from the National Park Service (NPS). The ORA is also utilizing hotel tax funds to complete this project. All DCNR and NPS grant terms and conditions apply to this project.
